Sam's Club and Costco on Cozumel and in the Yucatan sell a lot of China produced stuff.  It's all about the deals a company cuts and I wouldn't be surprised if Amazon didn't 'sweeten the pot' as necessary with the Mexican government in order to tap into this market.
